Client signs in the first week of November for a party on December 12. Headcount is a range, the venue is confirmed, and the brand team wants to see a mood board before they will approve anything. Meanwhile the seasonal stock that would have made the whole thing easy was allocated in September.
Every planner who does corporate Christmas party work has lived that sequence. The fix is not working faster in November. It is splitting the order into two decisions that happen at different times.
Work back from load in, not from the party
Load in is usually the morning of, sometimes the afternoon before. Everything has to be in your hands, unpacked and counted, at least four days before that. Not because shipping is slow, but because you need a window to discover the case that arrived short.
So the real deadline for a December 12 event is around December 5. Back up two weeks from there for transit and processing and you are at roughly November 20. That is the last honest date for anything you are certain about.
The seasonal decision has to happen first

One thing to refuse

You will spend the difference twice over on rush handling and on substituting product that does not match, and the room will look assembled rather than designed.
Quote a firm number, order to it, and write the overage into the contract. A corporate Christmas party that looks coherent is worth more to the client than the eight covers they saved.
